Reference Order

When changing the live system, use this order:

1. access-control.md — access rules, roles, gates, admin controls.
2. startupOS.md — StartupOS scope, routes, and live workspace behaviour.
3. deployment.md — deploy order, runtime layout, and verification.
4. api.md — endpoint surface and access notes.
5. user-journey.md and features.md — user flow and feature summaries.

If a doc conflicts with the live app, the live app and access-control.md win.
